ICS Calendar View is designed to open and display the contents of ICS Calendar Files that other apps aren't able to open (usually Mail or Safari). Commonly, you may receive a calendar invite generated by Outlook and received by you on an email service like gmail. This calendar invite shows up as an .ics file attachment to the email. The iPhone OS Mail app isn't able to open this .ics file attachment.
