Known to my beta users as MTRLX, this is a dark theme developed for the completely new Theme Engine from CyanogenMod with mustard-color accents and themed Google Apps.

You must have CyanogenMod 11 installed that includes the new theme engine UI from CyanogenMod.

It is based on the DarkMTRL theme which is available for CM11, utilizing the new features of the updated Theme Engine from CM as well as improving the existing app-themeing, but features a new fresh color which is a yellowish green, best described as mustard.

It also features themed Statusbar translucency effects in Settings/Dialer/ThemeChooser from the author who brought these effects first to the Theme Engine - a feature that is now being used by many other themes.
