Seriously though, this theme is intended for rooted devices running a custom rom with the theme chooser app pre-installed. Soon there will be standalone GO Launcher Themes, but currently, this is for Theme Chooser only. Providing you are running a rom with theme chooser installed, all you have to do after installing the theme is go to the theme chooser app and select the theme.

That being said, Decked out Blues is the culmination of hundreds of hours of theming of a multitude of apps and launchers.
